:611 <br />Section II <br />E. Student / Housing Generation Rate <br />1. Responsible Entity for Suggesting Change — The updating of this section will be <br />conducted by Planning Directors, School Representatives, and Technical Advisory <br />Committee ( SAPFOTAC) and referred to the BOCC for certification. <br />Projections will be distributed to SAPFO partners for review and comments to the <br />BOCC prior to certification. <br />2. Definition — Student generation rate refers to the number of public school students <br />per housing unit constructed in each school district, as defined in the Student <br />Generation Rate Study completed by TischlerBise on October 28, 2014. Housing <br />units include single family detached, single family attached /duplex, multifamily, and <br />manufactured homes. <br />3. Standard for: <br />Chapel Hill/Carrboro School District <br />See Attachment ILE.1 <br />4. Analysis of Existing Conditions: <br />Standard for: <br />Orange County School District <br />See Attachment ILE.1 <br />At the January 2014 SAPFOTAC meeting, members discussed the increased number <br />of students generated in both school districts from new development, particularly <br />multifamily housing. At that time, the SAPFOTAC recommended further evaluation <br />of the adopted Student Generation Rates and the impacts different types of housing <br />may have on student membership rates. As a result, Orange County entered into a <br />contract with TischlerBise to update the student generation rate analysis. Planning <br />staff has followed the process outlined in the SAPFO MOU to update student <br />generation rates as they pertain to the SAPFO process. The new standards are shown <br />in Attachment ILE.1. Previous numbers used for SAPFO and CAPS purposes were <br />from the 2007 Impact Fee Study which developed student generation rates based on <br />the entire housing stock in each school district. New rates from the 2014 Student <br />Generation Rates for Orange County Schools and Chapel Hill - Carrboro School <br />District Report are based on an inventory of recently built units from January 1, 2004 <br />to December 31, 2013. It is important to note that an updated student generation rate <br />could not be provided for manufactured homes with 0 -2 bedrooms in the CHCCS <br />district because no units were constructed during the study period.
