11 <br />1 <br />Commissioner Rich said she is still not 100 percent comfortable with removing the <br />2 <br />requirements. She said she understands what Commissioner Dorosin is saying about <br />3 <br />extending courtesy to people who are sending in applications. <br />4 <br />ThomFreeman said a form email is sent to all applicants to note the receipt of their <br />5 <br />application, and it outlines the fact that applications stay on file for two years and are continually <br />6 <br />placed in the running for vacancies. <br />7 <br />Commissioner Rich said people’s names might be lingering on the list, and they have <br />8 <br />moved. <br />9 <br />Thom Freeman said if he sees someone who has been out there for a year without <br />10 <br />being appointed, he sends another email to see if they are still interested. He then updates the <br />11 <br />file with the information supplied. <br />12 <br />Commissioner Price saidone of the reasons for the lack of full membershipis because <br />13 <br />staff and members of the advisory boards pick who will be on the boards. She said the Board <br />14 <br />has not been allowed to suggest new people, and she thinks this is wrong. She said if there are <br />15 <br />vacancies, and no one has been suggested, she feels that the Commissioners should be able <br />16 <br />to suggest someone. <br />17 <br />Commissioner Price said the Boardhas a responsibility to bring people onto these <br />18 <br />boards and commissioners if they are interested and qualified. <br />19 <br />Commissioner Jacobs saidhe thinks this has gotten a little contorted. He referred to the <br />20 <br />last decision point, which asks if the Board wants to develop a process for nominating <br />21 <br />applicants that are not recommended by a particular advisory board. He said this makes it <br />22 <br />sound like the Board is precluded from nominating people, and he does not feel like this is the <br />23 <br />case. He said when he and Chair McKee met with the advisory board chairs, it was explained <br />24 <br />that the final decision on appointments would be made by the Board of Commissioners. He <br />25 <br />said the Board has gotten comfortable with just accepting the nominations that have been <br />26 <br />recommended. He said the Board needs to resolve how to become comfortable doing <br />27 <br />something different at the meetings. <br />28 <br />Commissioner Price said her point is that if staff has not recommended a person, <br />29 <br />anyone recommended by a Commissioner would need to be vetted. She said there have been <br />30 <br />meetings where positions were not filled when there were people on the roster who could have <br />31 <br />been nominated. <br />32 <br />Chair McKee said this was done in deference to his objection to immediate nominations. <br />33 <br />Commissioner Price said she does not knowsome of the nominees, but she is willing to <br />34 <br />trust the recommendation of her colleagues. <br />35 <br />Chair McKee said there is no reason why the Commissioners could not nominate <br />36 <br />someone, and he might or might not vote against them. <br />37 <br />Thom Freeman said it is stated in the advisory board policy that the appointment <br />38 <br />decisions are ultimately the decision of the Board. <br />39 <br />Chair McKee saidhe appreciated the deference to his objection, but he did not expect it <br />40 <br />to go to the extent that it did. He did not expect it to becomean established practice. <br />41 <br />Commissioner Pelissier said she thinks this did go way off track. She said she never felt <br />42 <br />constrained before by the recommendations of the advisory boards. She said one of the other <br />43 <br />things that caused this to go off track is the fact that these advisory boards go through a lengthy <br />44 <br />interview process with the applicants, and one of these boards got upset because they did not <br />45 <br />have an opportunity to vet some of the applicants that were going to be appointed by the <br />46 <br />Commissioners. She said it is important to give the advisory boards an opportunity to make <br />47 <br />recommendations, and if no recommendations are made, then the Board may want to fill some <br />48 <br />positions. <br /> <br />
