1 <br />1 <br />Attachment 1 <br />2 <br />3 <br />DRAFTMINUTES <br />4 <br />BOARD OF COMMISSIONERS <br />5 <br />REGULAR MEETING <br />6 <br />February 3, 2015 <br />7 <br />7:00 p.m. <br />8 <br />9 <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />10 <br />February 3, 2015 at 7:00 p.m. at the Whitted Building in Hillsborough, N.C. <br />11 <br />12 <br />COUNTY COMMISSIONERS PRESENT <br />: Chair McKee and Commissioners Mia Burroughs, <br />13 <br />Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br />14 <br />COUNTY COMMISSIONERS ABSENT <br />: <br />15 <br />COUNTY ATTORNEYS PRESENT <br />: John Roberts <br />16 <br />COUNTY STAFF PRESENT <br />: County Manager Bonnie Hammersley, Assistant County Manager <br />17 <br />Cheryl Young and Deputy Clerk to the Board David Hunt(All other staff members will be <br />18 <br />identified appropriately below) <br />19 <br />20 <br />Chair McKee called the meeting to order at 7:00p.m. <br />21 <br />1.Additions or Changes to the Agenda <br />22 <br />Chair McKee noted thefollowing items at the Commissioners’ places: <br />23 <br />Blue sheet –Strategic Communications information for the Work session following the <br />24 <br />regular meeting <br />25 <br />White Sheet –Petition from the Orange Partnership for Alcohol and Drug Free Youth <br />26 <br />27 <br />PUBLICCHARGE <br />28 <br />Chair McKee dispensed with the reading of the public charge. <br />29 <br />30 <br />2.Public Comments <br />31 <br />a.Matters not on the Printed Agenda <br />32 <br />Marianne Hark with Orange Partnership for Alcohol and Drug Free Youthread from the <br />33 <br />petition included in the abstract, which outlines the need for regulation of Alcopops in North <br />34 <br />Carolina. <br />35 <br />36 <br />b. Matters on the Printed Agenda <br />37 <br />(These matters will be considered when the Board addresses that item on the agenda below.) <br />38 <br />39 <br />3.Petitions by Board Members <br />40 <br />Commissioner Rich said she has had a number of questions about Google Fiber coming <br />41 <br />to the areaand what can be done for people who do not have internet. She said there needs to <br />42 <br />be a statement issued regarding the Board’s efforts to help those without access. She noted <br />43 <br />the divide between internet accessavailability in the two school systems. <br />44 <br />Chair McKee said this is an informational item. He said he has spoken with Time <br />45 <br />Warner Cable (TWC), and they have the same type of fiber system in place in some of the <br />46 <br />Chapel Hill neighborhoods. He said he has spoken with them about trying to push some of that <br />47 <br />out into the County. <br />48 <br />Bonnie Hammersley said staff is strategizing about how to address this, and there have <br />49 <br />been discussions with Time Warner Cable. She said there have been numerous inquiries from <br /> <br />
