APPROVED 3/3/2015 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> BUDGET PUBLIC HEARING <br /> May 29, 2014 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Budget Public Hearing on <br /> Thursday, May 29, 2014 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, <br /> N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Alice M. <br /> Gordon, Earl McKee, Bernadette Pelissier, Renee Price, and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: Mark Dorosin <br /> COUNTY ATTORNEYS PRESENT: <br /> COUNTY STAFF PRESENT: Interim County Manager Michael Talbert and Assistant County <br /> Managers Clarence Grier, Cheryl Young and Clerk to the Board Donna Baker (All other staff <br /> members will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Openinq Remarks <br /> Chair Jacobs called the meeting to order at 7:01 p.m. <br /> Chair Jacobs noted that there is a need to add a closed session at the end of the meeting <br /> for the purpose of: <br /> To discuss matters relating to the location or expansion of industries or other businesses in the <br /> area served by the public body, including agreement on a tentative list of economic <br /> development incentives that may be offered by the public body in negotiations. The action <br /> approving the signing of an economic development contract or commitment, or the action <br /> authorizing the payment of economic development expenditures, shall be taken in an open <br /> session per NCGS § 143-318.11(a)(4). <br /> A motion was made by Commissioner McKee, seconded by Commissioner Pelissier to <br /> add this closed session to the end of the meeting. <br /> VOTE: UNANIMOUS <br /> Chair Jacobs said Commissioner porosin will be unable to attend tonight because he is <br /> out of town on business. <br /> 2. Presentation of County Manaqer's Recommended FY 2013-14 Budqet (PowerPoint <br /> Presentation) <br /> A copy of the County Manager' Recommended FY 2014-15 Budget can be found at the <br /> following website: http://www.orangecountync.gov/finance/index.asp <br /> Michael Talbert gave a brief overview of the recommended budget of$195, 638,505. He <br /> said this is an increase of 4.21 percent, and it attempts to address many of the Boards goals. <br /> He said there are several things happening in the future that need to be taken into <br /> account, including: a future $100 million bond referendum; a revaluation of real property in <br /> 2017; and $300 million in school needs. <br />
