HSAC Recommendations for Agency Allocations - FY 2008-09 <br />The results -recommendations - of the HSAC application review and consensus building are <br />shown with descriptive detail in Attachment 2. <br />HSAC recommendations for agency allocations totaled $1,621,417 creating a balance of <br />$188,183 in the targeted amount available for appropriation. <br />HSAC further recommends that the balance of $ 188,183 be held by the BOCC in a Critical <br />Needs Reserve to fund "safety net" appropriations which may be necessary due to adverse <br />state or federal actions in the upcoming fiscal year, or special initiatives of the BOCC consistent <br />with priority goals from the 2008 Retreat; i.e., "Ensure a community network of basic human <br />services that maintains, protects, and promotes the well-being of all county residents". <br />Additional Recommendations from HSAC <br />In their debrief of the application review, HSAC discussed and found it prudent to make the <br />following additional recommendations to the BOCC to further improve application review and <br />agency accountability in the allocation process for next fiscal year, FY2009 -10. <br />1. Refer animal and wildlife related agency applications; such as AnimalKind, Inc. and <br />Piedmont Wildlife, to the Animal Services Board/Animal Services Department for their <br />review and recommendation to the BOCC . <br />2. .Because of unique challenges and costs, refer mental health reform related agency <br />applications; such as KidSCope and Club Nova, Inc. to OPC BoardJOPC Area Authority <br />for their review and recommendation to the BOCC. <br />3. Refer athletic/recreation related agency applications; such as Hillsborough Athletic <br />Association (HYAA) and Big Brothers/Big Sisters, to the Parks and Recreations Advisory <br />Commission/Parks and Recreation Department for their review and recommendations to <br />the BOCC. <br />4. Refer arts and cultural related agency applications; such as the Historical Foundation of <br />Hillsborough and Orange County, Historic Hillsborough Commission, and the Arts Center <br />to the Arts Commission/Economic Development Department for their review and <br />recommendations to the BOCC. <br />HSAC realizes that the applicant agencies referenced above can not factually be called "human <br />services focused", and because they view their purpose to be the "human services" advisory <br />commission. HSAC also believes that the agency knowledge and community familiarity to be <br />found within the other advisory boards and related staff would well enhance annual application <br />review, and agency accountability throughout the fiscal year. HSAC further recommends that <br />these advisory boards and related staff employ the same evaluation tools authorized by the <br />BOCC and experience the same training as they did in preparation for the new role. <br />
