HSAC Recommendations by Manager <br />Agency Donna Coffey, Budget Director <br /> Tonya Walton, Budget Analyst <br /> Monica Evans, MPA Intern, Manager's <br /> f Office <br />PURPOSE: <br />To receive recommendations from the Human Services Advisory Commission (HSAC) on <br />outside agency funding allocations for the FY2008-09 budget <br />BACKGROUND: <br />The County has historically solicited applications for outside (non-profit, mostly human services <br />related) agency grant funding as part of the annual budget process. The County Manager's <br />Office in conjunction with the Human Services Advisory Commission, the former Human <br />Services Management Team, and Budget Office has traditionally coordinated responsibilities for <br />orienting and training the grant seekers, soliciting and evaluating grant applications, and <br />providing technical support and guidance to the BOCC in deciding final funding allocations. <br />Following budget adoption each year; Budget staff has executed and administered agency <br />performance agreements and prepared ayear-end report on agency accomplishments. <br />In November 2007 County management presented the BOCC with a proposal to help <br />strengthen and accelerate the grant making process for outside agencies effective with the <br />FY2008-09 budget by elevating and reinforcing the role of HSAC in outside agency <br />
