He said he is still inclined to <br /> 2 suggest a 2 cent increase on the property tax, and he would not utilize more than $955,000 of <br /> 3 fund balance. <br /> 4 <br /> 5 VOTE: Ayes, 2 (Commissioner Price and Commissioner McKee); Nays 5 (Chair Jacobs, <br /> 6 Commissioner Dorosin, Commissioner Gordon, Commissioner Pelissier, Commissioner Rich) <br /> 7 Motion Fails. <br /> 8 <br /> 9 A motion was made by Commissioner Gordon, seconded by Commissioner Pelissier to <br /> 10 raise the general property tax by 2 cents and take $955,000 from the fund balance to fund the <br /> 11 schools. <br /> 12 <br /> 13 Commissioner Rich made a friendly amendment and suggested leaving $1 million in the <br /> 14 fund balance and only taking out $911,124 from the fund balance. <br /> 15 <br /> 16 Commissioner Gordon accepted the friendly amendment, and Commissioner Pelissier <br /> 17 seconded and thus amended her original motion to only use $911,124 for fund balance, along <br /> 18 with 2 cent increase. <br /> 19 <br /> 20 Commissioner McKee said he would vote against the proposed 2 cent tax rate increase, <br /> 21 as he feels this extra .25 cents will generate very little money, but it will cross a psychological <br /> 22 barrier for many residents. <br /> 23 Commissioner Price agreed with Commissioner McKee. <br /> 24 <br /> 25 VOTE: Ayes, 5 (Chair Jacobs, Commissioner Dorosin, Commissioner Gordon, Commissioner <br /> 26 Pelissier, Commissioner Rich); Nays, 2 (Commissioner Price and Commissioner McKee) <br /> 27 <br /> 28 <br /> 29 Decision Point 4 <br /> 30 Tax Rate Decisions <br /> 31 • Ad Valorem Tax Rate <br /> 32 Clarence Grier said the new tax rate would increase to 87.8 cents per $100 of assessed <br /> 33 valuation. <br /> 34 <br /> 35 • Chapel Hill Carrboro City Schools Special District Tax Rate <br /> 36 Commissioner Pelissier and Commissioner McKee suggested leaving the district tax the <br /> 37 same. <br /> 38 Commissioner Rich would like to increase the rate. <br /> 39 The majority of the Board agreed to leave this tax the same. <br /> 40 <br /> 41 • Fire District Tax Rates <br /> 42 Clarence Grier said New Hope Fire District would like to go up from 9.45 cents to 9.95 <br /> 43 cents, and White Cross would like to increase from 8.00 cents to 11 cents. <br /> 44 He said all of the other districts would remain the same. <br /> 45 Chair Jacobs said the Board needs to have a general discussion about the burden of <br /> 46 these taxes on individual property owners. He said he is not completely comfortable going to 11 <br /> 47 cents for White Cross, but he will go with the Board consensus. <br /> 48 Commissioner McKee agreed with much of what Chair Jacobs said.
