Durham Technical Community College, Pg. 124 <br /> 2 Orange County Schools, Pg. 124 & 204 <br /> 3 Chapel Hill- Carrboro City Schools, Pg. 124 &133 <br /> 4 <br /> 5 Durham Technical Community College - Pg. 124 <br /> 6 The recommended budget provides $1,008,123 to Durham Technical Community <br /> 7 College for FY2014-15, which includes appropriations of current expense of$557,280, recurring <br /> 8 capital of$155,000, and $295,843 for debt service. This includes $80,000 to update their <br /> 9 master plan for a proposed second building. <br /> 10 Dr. Bill Ingram thanked the Board for the opportunity to speak tonight. He said their <br /> 11 request is fairly straightforward and includes an increase of 3 percent in operating funds, mostly <br /> 12 as a result of increased utility costs. He said there is also a request for a modest salary <br /> 13 increase for those employees on the Orange County campus. <br /> 14 He said this is the time to anticipate future growth on the Orange County campus to <br /> 15 prepare for a second building and renovate existing buildings to create lab space. He said <br /> 16 there will be a new nursing assistant program offered this fall, as well as a practical nursing <br /> 17 program and an associate degree program in emergency medical sciences. He said enrollment <br /> 18 has increased by over 75 percent in the past two years. <br /> 19 Chair Jacobs asked what thought has been given to accommodating the Middle College <br /> 20 students at the campus in Hillsborough. <br /> 21 Dr. Bill Ingram said the campus is not there yet, but as it grows the possibility of a <br /> 22 second Middle College makes a lot of sense. He said the strength of the Middle College <br /> 23 program is that the students blend into the college population. He said if 100 high school <br /> 24 students are added to the Orange County campus current population, these students would <br /> 25 stand out. He said the prospect of a Middle College program in Orange County will make <br /> 26 sense once more programs and facilities are added. He said this is part of the next phase. He <br /> 27 said this program would require a negotiation with Orange County Schools (OCS) and Chapel <br /> 28 Hill Carrboro City Schools (CHCCS) in order for this program to work. <br /> 29 Commissioner McKee asked if there are on-going discussions to try and figure out a <br /> 30 solution to the transportation problem. <br /> 31 Dr. Bill Ingram said there have been discussions with Triangle Transit about <br /> 32 transportation in general. He said the college will be extending an offer to all students on both <br /> 33 campuses for free bus passes. He said DTCC is the landlord for the Middle College high <br /> 34 school, and he does not know if the Durham County Schools have been in conversation with <br /> 35 the other partners about transportation for their students. He said that would be their <br /> 36 responsibility. <br /> 37 Commissioner McKee said he would like more information and follow up on this. <br /> 38 Commissioner Price said this was one of the topics at the Durham Tech committee <br /> 39 meeting today. <br /> 40 Dr. Bill Ingram said his sense is that the issue for Triangle Transit is the logistical <br /> 41 challenge of getting from Chapel Hill to Durham. <br /> 42 Commissioner McKee said if this bottleneck is not solved, there is not much hope for <br /> 43 Middle College in Orange County. <br /> 44 Dr. Bill Ingram said when the program was first started, the topic of bus transportation <br /> 45 was discussed, but people found it was easier for parents to drive the children. <br /> 46 Commissioner Pelissier asked about the anticipated timeframe for additional buildings. <br /> 47 Dr. Bill Ingram said a new building is not needed now, but it will be needed within the <br /> 48 next 4 to 6 years. He said Orange County is not likely to take this as a bond issue separate <br /> 49 from the one proposed in 2016. <br />
