Gordon, Earl McKee, Bernadette Pelissier, Renee Price and Penny Rich <br /> 15 COUNTY COMMISSIONERS ABSENT: <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County <br /> 18 Managers Cheryl Young and Clarence Grier and Clerk to the Board Donna Baker (All other <br /> 19 staff members will be identified appropriately below) <br /> 20 <br /> 21 Chair Jacobs called the meeting to order at 7:07 p.m. <br /> 22 <br /> 23 Additions to the Agenda <br /> 24 Funding for Orange County's Curbside Recycling Program <br /> 25 A motion was made by Commissioner Rich, seconded by Commissioner McKee to <br /> 26 approve adding this item to the agenda. <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 Closed Session Addition <br /> 31 A motion was made by Commissioner Rich, seconded by Commissioner Gordon to <br /> 32 approved adding the following to the agenda: <br /> 33 Closed Session: <br /> 34 "To consider the qualifications, competence, performance, character, fitness, conditions <br /> 35 of appointment, or conditions of initial employment of an individual public officer or <br /> 36 employee or prospective public officer or employee" NCGS § 143-318.11(a) (6). <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 Chair Jacobs said the Board has talked about having time at one of their meetings to <br /> 41 discuss County Commissioners' initiatives and interests prior to upcoming fund balance <br /> 42 discussions. He said this will be scheduled for the beginning of their next budget work session <br /> 43 on June 10tH <br /> 44 <br /> 45 1. Funding for Orange County's Curbside Recycling Program <br /> 46 The Board discussed reconsideration of the June 3, 2014 decision regarding funding of <br /> 47 Rural Curbside, Urban Curbside and Multi-family Recycling programs. <br /> 48 <br /> 49 BACKGROUND: On June 3, 2014 the Board approved a Manager recommendation that <br /> 50 funding ($728,260) for the Rural Curbside Program be provided from Solid Waste Unrestricted <br />
