5 <br /> 1 o The economy; displaced workers with new jobs not earning a living wage. <br /> 2 o Personnel Turnover (There are 3 vacant positions) - difficulty of filling positions because we <br /> 3 can't compete with benefits packages offered by other employers; problem of salary <br /> 4 compression and challenges of pay for new staff that would be higher than longer term <br /> 5 employees. This is an issue across County departments. There is a plan being developed <br /> 6 to address this issue that should come to the BOCC's by July 2015. <br /> 7 <br /> 8 Asset Management Services-Jeff Thompson <br /> 9 Challenges <br /> 10 o Maintaining our great facilities in a way that is efficient and entrepreneurial so we can lower <br /> 11 cost or spread the cost across greater productivity amongst our employees. <br /> 12 o Maintaining an approach to County Government that is progressive, entrepreneurial and <br /> 13 uses innovative thinking so we can continue to meet our challenges. <br /> 14 o Sustainability is not just an issue of energy or environment it's organization, it is a way of <br /> 15 life, it is our quality of life. It is how we deal with each other, it is social justice, how we deal <br /> 16 with one another, it is everything. <br /> 17 <br /> 18 Aging Services-Janice Tyler <br /> 19 The County is aging. In the period of time covered by our Master Aging Plan 2012—2017 Orange <br /> 20 County's over 60 population will have increased by 31%. At present, 17% of our population is over <br /> 21 60. <br /> 22 Challenges: <br /> 23 o We've outgrown our facilities for the aging population. <br /> 24 o Need staffing for evening positions. We've lost evening hour positions that are being filled <br /> 25 by temporary employees. <br /> 26 o We need more affordable housing, more respite services' facilities, better long-term care <br /> 27 facilities and transportation. <br /> 28 o Loss of state and federal funds <br /> 29 • When asked how Orange County's aging population compares with neighboring counties, staff <br /> 30 responded that Orange County's aging population is not as large as Wake County but is <br /> 31 greater than Chatham County's. <br /> 32 • Orange County is not collecting demographic data about the users of many of the services they <br /> 33 offer.
