Holmes, (919)245 -2495 <br />This Item is a carry- forward from the <br />February 17, 2015 meeting cancelled <br />due to weather. <br />PURPOSE: To receive comments from the public regarding the housing and non - housing <br />needs to be included in the 2015 -2019 Consolidated Plan for Housing and Community <br />Development Programs in Orange County and proposed uses of the 2015 -2016 HOME funds. <br />BACKGROUND: The Consolidated Plan (Plan) for Housing and Community Development <br />Programs for Orange County is a five -year document required by the U.S. Department of <br />Housing and Urban Development (HUD) for all communities receiving HOME funds and <br />Community Development Block Grant (CDBG) entitlement funds. The Plan details housing <br />needs of very low income, low income and moderate - income families and special population <br />groups in addition to outlining the strategies and plans for addressing those needs. <br />Additionally, the Plan can serve as the foundation for the development of a long -rang, strategic <br />affordable housing plan for Orange County. The County's last Plan was completed in 2010 for <br />the 2010 -2014 fiscal years. Therefore, a new Plan for fiscal years 2015 -2019 must be <br />completed and submitted to HUD by May 14, 2015. <br />Prior to the submission of the new Plan, a public hearing must be held that provides an <br />opportunity for residents, public agencies and other interested parties to provide input into the <br />Plan. Such input is encouraged as an opportunity for the community to identify and provide <br />suggestions for addressing needs. The public is also encouraged to comment on proposed <br />uses of the approximate $351,540 in 2015 -2016 HOME funds. Public comments are <br />summarized in the Consolidated Plan as well as the Annual Action Plan. Public notices for this <br />hearing have been posted in English and Spanish in local newspapers and have been sent to <br />local non - profit agencies. <br />Eligible HOME Program activities include: acquisition, new construction, housing rehabilitation, <br />and rental assistance. The attached application form has been designed for agencies <br />interested in accessing HOME funds for local housing projects. The application is combined for <br />the Town of Chapel Hill Community Development Block Grant (CDBG) Program and the <br />Orange County Consortium HOME Program. Applications are due February 20, 2015. The <br />HOME Program Review Committee will then review the applications received and make <br />
