<br />• development of a broad commercial recycling plan, <br />• franchising rural residential and perhaps non-residential solid waste collections, <br />• accelerating rural recycling route expansions, <br />• changes in operations of drop off sites and convenience centers, <br />• consideration of alternate means of collecting recyclables and <br />• a financial and implementation plan to accomplish all this <br />will be ready later this year for public consideration and debate. That will entail a <br />much higher level of scrutiny and critical decision-making. <br />We recommend that the Board consider using the May SWAB meeting as the time for the <br />required public meeting on the interim plan and that staff be authorized to schedule the <br />meetings with the Town elected boards for review of the interim plan.. <br />
