Executive Summary <br />The Orange County Solid- Waste Management Department three-year update <br />encompasses the period from the previous update, 2004 through January 2008. The <br />functions of our Department have expanded and changed since the last update. This <br />report details those function changes, provides statistical information about solid waste <br />management in Orange County from 2006-07 and a description of the planning process <br />we're undertaking now for the integrated comprehensive solid waste plan that will help <br />the County on its way to achieving the goal of 61 % waste reduction. As of 2006-07, the <br />County achieved its highest waste reduction rate of 47.7% according to State records. <br />Highli~hts• <br />2003-04: <br />• Added permanent electronics recycling program including <br />warehouse to process materials <br />• Expanded hazardous household waste to four days a week from <br />monthly collection events, hired permanent on-site contractor to <br />staff Orange County facility. <br />• Developed 3-R Fee to finance recycling programs and shift costs <br />away from dependence on landfill tipping fee; <br />• Build pad for storage of wood chips and management of scrap <br />metal and cardboard diverted due to new ban on landfilling clean <br />wood waste, <br />• Enforcement of regulated recyclable materials ordinance initiated <br />2004-05: <br />2005-06 <br />2006-07: <br />• Expanded electronics collection to Solid Waste Convenience <br />Centers and provide service to central processing location, <br />• Installed glass pulverizer to crush low value green glass for sale as <br />groundcover, <br />• Began in-house operations of Rural Curbside recycling in June <br />2005. Services previously provided by contractor, <br />• Built new drop-off site for Hillsborough to replace old site, <br />• Instituted 3-R Fee for all improved properties in Orange County, <br />first billing summer 2004, <br />• Formed Solid Waste Plan Work Crroup to lead Integrated Solid <br />Waste Plan development process <br />• Carrboro automates residential waste collection <br />• Increased HHW program hours to include Mondays and Tuesdays, <br />• Add 1,050 new homes to urban curbside program, <br />• Add 600 homes to rural curbside, <br />• Open new C&D landfill at existing site, close old C&D landfill <br />• Added mixed paper recycling at curbside and, convert multifamily <br />and some commercial sites from news/magazines to mixed paper. <br />• Closed Highway 57 Solid Waste Convenience Center (lease <br />expired after 14 years), <br />2 <br />
