RESOLUTION CONCERNING THE TRANSPORT OF 16-FOOT WIDE <br /> MOBILE/MODULAR HOMES ON CERTAIN HIGHWAYS IN NORTH CAROLINA <br /> WHEREAS,on December 3, 1993 the N.C. Board of Transportation <br /> approved a policy to implement amending Title 19A NCAC 02D.067 to <br /> allow the transport of 16-foot wide mobile/modular homes on <br /> designated highways in North Carolina; and <br /> WHEREAS, upon publishing text of the proposed rule with notice of <br /> public hearings in the North Carolina Register, the State <br /> of North Carolina will hold public hearings and also <br /> allow for written public comment; and <br /> WHEREAS, the proposed transport routes for 16-foot wide <br /> mobile/modular homes within the Durham-Chapel Hill- <br /> Carrboro Urban Area include I-40, I-85, and US 501 (Duke <br /> Street and Roxboro Road) --routes with 12-foot travel <br /> lanes currently operating at or greatly exceeding <br /> designed traffic capacity; and <br /> WHEREAS, the transport of 16-foot wide mobile/modular homes will <br /> significantly impede traffic in transport lanes and <br /> adjacent travel lanes, creating traffic delays, <br /> congestion and unsafe conditions; and <br /> WHEREAS, traffic congestion increases auto tailpipe emissions <br /> which are the major contributor to the area's ambient air <br /> quality standard violations and resulting non-attainment <br /> designation for ozone and carbon-monoxide; and <br /> WHEREAS, I-85 will be under continuous reconstruction for the next <br /> decade and beyond; and the transport of these homes <br /> through construction zones with concrete barriers and <br /> narrowed travel lanes will severely impede the flow of <br /> traffic, increase the probability of collisions, and <br /> endanger the safety and lives of the general motoring <br /> public; and <br /> WHEREAS, the proposed policy would prohibit the transport of these <br /> homes through construction zones and require detour <br /> routes along unspecified routes; <br /> NOW, THEREFORE, THE BOARD OF COMMISSIONERS FOR THE COUNTY OF ORANGE <br /> DOES RESOLVE: <br /> 1. The Commissioners are opposed to the proposed transport of 16- <br /> foot wide mobile/modular homes on any highway in the Durham- <br /> Chapel Hill-Carrboro Urban Area and any other highway in the <br /> State of North Carolina; and <br />
