Normally, staff would recommend waiting on the proposed household <br /> hazardous waste program agreements until funding for the program is <br /> included in the final 1994-95 landfill budget. However, Triangle J <br /> Solid Waste Planner Judy Kincaid has indicated to County staff that <br /> approval of the program agreements now (contingent upon the LOG <br /> funding the program for 1994-95) , rather than at the August 8, 1994 <br /> meeting, could accelerate program implementation from mid-August to <br /> mid-July. <br /> Key provisions of the proposed interlocal agreement include: <br /> • hiring a single waste handling contractor <br /> • hiring Triangle J Council of Governments to administer the <br /> contract and provide educational and publicity materials <br /> • accepting household hazardous waste from citizens of any of the <br /> participating jurisdictions at any of the permanent household <br /> hazardous waste facilities <br /> • creating an interlocal planning committee to oversee the program <br /> RECOMMENDATION: The Manager recommends that the Board authorize the <br /> Chair to sign the interlocal agreement between participating <br /> governments, and the agreement with Triangle J COG to provide <br /> administrative, educational, and publicity functions involving the <br /> regional household hazardous waste program, contingent upon the <br /> following: <br /> ( 1 ) review and approval by the County Attorney of the interlocal <br /> agreement and agreement with Triangle J COG; and <br /> (2 ) inclusion of funding for the household hazardous waste program <br /> in the final 1994-95 LOG budget. <br />
