22 <br /> r <br /> Draft Revision to Section 3.2 of Article VII "Employee Performance <br /> Evaluation Program" of the Orange County Personnel Ordinance <br /> (Changes shown in boldface) <br /> Amended 3.2 Each employee and supervisor will meet to develop the <br /> 7/4/94 employee' s work plan for the month, quarter, or year. <br /> The work plan will include work objectives and <br /> performance standards. A performance rating will be <br /> assigned to the employee based on work plan <br /> performance. Performance ratings will be in one of <br /> the following areas: <br /> Outstanding Achievement: Performs at levels which <br /> consistently far exceed <br /> agreed upon standards in 90% <br /> of functional areas. <br /> Highly Effective: Performs frequently at <br /> levels considerably above <br /> agreed upon standards in <br /> most functional areas. <br /> Obstacles to achievement of <br /> objectives are overcome. <br /> Effective: Performs in all areas at <br /> levels which meet job <br /> requirement standards. All <br /> minor tasks where <br /> performance could have been <br /> better are counterbalanced <br /> by superior performance in <br /> another task such that the <br /> overall work objective met <br /> expectations. <br /> Needs Improvement: Performance in one or more <br /> areas does not meet <br /> expectations. Not all <br /> planned objectives are met. <br /> Unsatisfactory: Performance does not meet <br /> job requirement standards in <br /> most functional areas. <br /> Important objectives are not <br /> met even with close <br /> supervision and guidance. <br /> Disciplinary action based on <br /> job performance is <br /> initiated. <br />
