2 <br /> Capital Project Ordinances <br /> Each year the Board of Commissioners adopts a five year Capital <br /> Improvements Plan for County and School capital projects. To set this <br /> plan into motion, capital project ordinances, which appropriate the funds <br /> for the projects, must be approved by the Commissioners. The attached <br /> summary provides a listing of the projects in which new or revised <br /> capital ordinances are necessary. In some cases, where no new funds are <br /> appropriated but the project continues, an ordinance is necessary to <br /> extend the project date. <br /> Changes made to the Manager' s Recommended Capital Improvements Plan as <br /> submitted in March 1994, are shown at Attachment 3 "Summary of Capital <br /> Projects. " <br /> Salary Schedule <br /> Based on the actions taken at the June 15, 1994, worksession, the Orange <br /> County Salary Schedule, effective July 5, 1993, is to be amended to <br /> include a 2 .25 percent cost of living increase to be effective July 4, <br /> 1994. Attachment 4 is the revised Salary Schedule effective July 4, 1994 . <br /> Classification and Pay Plan <br /> Certain changes are necessary to the Classification and Pay Plan for the <br /> 1994-95 fiscal year. These changes are listed in Attachment 5 along with <br /> background information. <br /> The Manager's recommended changes to the pay plan was approved by the <br /> Board of Commissioners at the June 15 worksession. Effective with the <br /> pay period beginning July 4, 1994, the pay plan will include the <br /> following: <br /> a) Career Growth Recognition Awards of a salary <br /> increase of a quarter step (approximately 1.25 <br /> percent) to eligible employees whose performance is <br /> rated effective or higher. <br /> b) Performance Awards as a one-time, lump sum payment <br /> (which does not become part of base salary) for <br /> eligible employees as follows: <br /> 0 for employees with an Unsatisfactory <br /> performance rating <br /> 0 for employees with a Needs Improvement <br /> performance rating <br /> 0 for employees with an Effective <br /> performance rating <br />
