The new landfill °clean-up° system required for this project should be able to use this same <br />discharge connection. Based on that, it would make sense to have this equipment on the <br />south side. <br />5. Orange County would prefer that a shielded, enclosed flare be used and included in the analysis. <br />Although this is a more expensive option, it provides a shielded flame that is not visible from remote <br />locations. <br />6. The three options under consideration were reviewed. The three options are: <br />a. Power only•at Duke Energy Substation site on Homestead <br />b. CHP (Combined Heat and Power) at Carolina North site <br />c. Gas use (fBD) at existing Cogen site <br />7. The pipe routing form the landfill to Carolina North or the Cogen Plant was discussed. AEI noted <br />that the railroad corridor is the most direct route for any of the options, but dialog with the railroad <br />needs to take place to confirm the possibility and restrictions. UNC to investigate the potential of <br />these discussions. <br />8. Orange County to provide current electrical rates and available capacity for service at the landfill. <br />Orange County noted they had 3-phase service available at the planned leachate treatment pond. <br />9. The ownership and operation of the flare system was discussed. Although it is planned that the <br />flare would only be used in events where all the gas can not be consumed, it seemed to make most <br />sense for Orange County to have control of flare operation. <br />10. It was noted that cost for capping/closure of the South landfill would need to be incurred. This <br />closure is currently planned for 2012. <br />11. The next meeting is scheduled for February 4th at 1:30 pm. <br />These minutes represent our best understanding of the discussions held and decisions reached at the <br />meeting.
