AGREEMENT <br /> 1994 FIRE PROTECTION AND SAFETY PLAN <br /> FOURTH OF JULY FIREWORKS DISPLAY <br /> AT KENAN STADIUM <br /> The Fire Protection Plan, according to the agreement <br /> made among responsible agents for having fireworks at Kenan <br /> Stadium during the Fourth of July celebration, includes the <br /> following measures: <br /> 1. Safety and fire protection will be provided by the <br /> departments listed below. However, the fireworks <br /> display operator will have the primary <br /> responsibility for safety. <br /> a. Fire Protection <br /> - Chapel Hill Fire Department <br /> - UNC Health and Safety Office <br /> CarrbQro Fire Department <br /> b. Fire Prevention <br /> - UNC Health and Safety Office <br /> - Chapel Hill Fire Department <br /> - Orange County Fire Marshal <br /> C. Crowd Control and Security <br /> - University Police <br /> - UNC Transportation and Parking <br /> - Chapel Hill Police <br /> - UNC Athletic Department <br /> d. Emergency Medical Services <br /> - South orange Rescue Squad <br /> 2 . Outdoor display of fireworks will be in accordance <br /> with the NFPA Code. The purpose of the code is to <br /> provide requirements for the reasonably safe <br /> conduction of outdoor fireworks displays. <br /> 3 . Crowd control will be the responsibility of police <br /> and transportation officials. Monitors will be <br /> located around the discharge site and fallout area <br /> to prevent spectators or other unauthorized persons <br /> from entering. Police will keep spectators out of <br /> the restricted access area. A copy of the site plan <br /> is attached. <br /> 4 . Interagency Unified Command will be in place within <br /> the Kenan Stadium press box .with the following <br /> departmental and agency representation: <br /> Chapel Hill Fire Department - Lead Agency <br /> UNC Health and Safety Office <br /> UNC Police <br /> UNC Athletic Department <br /> Chapel Hill Police Department <br /> South Orange Rescue Squad <br /> UNC Transportation <br />
