BACKGROUND: A fireworks display is planned for the Town of Chapel Hill July 4 Celebration. As in years past, the display will be held at Kenan Stadium. GS 14.414, indicates that the Board shall consider a fireworks permit for"any and all kinds of fireworks and explosives,which are used for exhibitions or amusement purposes." GS 14-413 empowers the Commissioner to authorize and issue permits for the use of pyrotechnics in connection with"...shows of all descriptions—but only after satisfactory evidence is produced to the effect that said pyrotechnics will be used for the aforementioned purposes and none other." County policy further requires assurance from the sponsoring agency that adequate public safety measures will be exercised; and that the County will be protected as an additional insured on the insurance policy(iss)covering the event. Documents attached satisfy the checklist criteria previously endorsed by the Commissioners. RECOMMENDATION: The Manager recormnends that the Board approve a pyrotechnics permit for the Town of Chapel Hill's July 4 Celebration;and authorize the Chair to sign on behalf of the Board.
