This award is the highest form of recognition <br /> in governmental budgeting. This year marks the fourth consecutive year <br /> that the Budget staff - Budget Director Sally Kost, Budget & Management <br /> Analyst Donna Dean, and Budget Technician Teresa Pope - have published a <br /> budget document that meets GFOA criteria as a policy document, as an <br /> operations guide, as a financial plan and as a communication device. <br /> RECOMMENDATION: <br /> The Manager recommends that the Board recognize the achievement of the <br /> Orange County Budget Office and present the GFOA plaque to the Budget <br /> staff . <br />
