2 <br /> RESOLUTION CONCERNING THE TRANSPORT OF 16-FOOT WIDE <br /> MOBILE/MODULAR HOMES ON CERTAIN HIGHWAYS IN NORTH CAROLINA <br /> WHEREAS, on December 3, 1993 the N.C. Board of <br /> Transportation approved a policy to implement <br /> amending Title 19A NCAC 02D.067 to allow the <br /> transport of 16-foot wide mobile/modular homes on <br /> designated highways in North Carolina; and <br /> WHEREAS, upon publishing text of the proposed rule with <br /> notice of public hearings in the North Carolina <br /> Register, the State of North Carolina will hold <br /> public hearings and also allow for written public <br /> comment; and <br /> WHEREAS, the proposed transport routes for 16-foot wide <br /> mobile/modular homes within the Durham-Chapel Hill- <br /> Carrboro Urban Area include I-40, I-85, and US 501 <br /> (Duke Street and Roxboro Road) --routes with 12-foot <br /> travel lanes currently operating at or greatly <br /> exceeding designed traffic capacity; and <br /> WHEREAS, the transport of 16-foot wide mobile/modular homes <br /> will significantly impede traffic in transport <br /> lanes and adjacent travel lanes, creating traffic <br /> delays, congestion and unsafe conditions; and <br /> WHEREAS, traffic congestion increases auto tailpipe <br /> emissions which are the major contributor to the <br /> area's ambient air quality standard violations and <br /> resulting non-attainment designation for ozone and <br /> carbon-monoxide; and <br /> WHEREAS, I-85 will be under continuous reconstruction for <br /> the next decade and beyond; and the transport of <br /> these homes through construction zones with <br /> concrete barriers and narrowed travel lanes will <br /> severely impede the flow of traffic, increase the <br /> probability of collisions, and endanger the safety <br /> and lives of the general motoring public; and <br /> WHEREAS, the proposed policy would prohibit the transport of <br /> these homes through construction zones and require <br /> detour routes along unspecified routes; <br />
