2 <br /> In addition to approving the resolution which addresses the conditions of the Special Use Permit, we <br /> recommend that the Board approve the resolution requesting transit service to Homestead Road. As <br /> you may be aware,the closest bus stop to our site is on Airport Road. While it is feasible to provide <br /> shuttle service for the clients from Homestead Road to the SHS Building,it would be preferable to have <br /> a bus stop in close proximity to the entry driveway on Homestead Road. The attached resolution <br /> requests a Homestead Road bus stop and suggests that the County Manager work with the Town <br /> Manager during the construction period to determine the best manner of service delivery. <br /> As a last item,we request that the Board endorse the location of the building on the site. The Planning <br /> Committee for the SHS Building, which includes Commissioners Gordon and Halkiotis, the County <br /> Manager,neighborhood repre sentatives, building users and other County staff, have supported the <br /> location of the building for reasons which include,but are not limited to the following: <br /> ► The soil conditions and the utility easement at the front of our site would require that the <br /> building be placed on one of the slopes facing Homestead Road,which would be more costly <br /> and require more grading than the proposed location. <br /> ► The area is already cleared,thereby requiring less site work to be done; <br /> ► It allows a southern exposure,which is critical to what is going on in the building from an <br /> energy point of view; <br /> ► The overall environmental impact from storm water run-off and pollutants generated by <br /> vehicles is significantly minimized through use of this location since the surrounding <br /> vegetation works as a"filter"; <br /> ► The opportunity for expansion of this building in the future is best served by this location. <br /> RECOMMENDATION: The Manager recommends that the Board : <br /> 1. Adopt the attached resolutions requesting transit service and clarifying the Board's <br /> position on the stipulations of the Special Use Permit;and <br /> 2. Endorse the location of the building on the site by formal motion; and <br /> 3. Authorize the Chair to sign the resolutions and forward them to the Mayor of Chapel <br /> Hill prior to the July 5,1884 Town Council meeting. <br />
