r <br /> 1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agenda <br /> Item No. V-B <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 28,1994 <br /> SUBJECT: RESOLUTIONS RESPONDING TO STIPULATIONS OF THE SPECIAL USE PERMIT FOR <br /> THE SOUTHERN HUMAN SERVICES SITE; TRANSIT SERVICE TO THE SITE AND <br /> CONFIRMING BUILDING LOCATION ON THE SITE <br /> DEPARTMENT: PURCHASING AND CENTRAL SERVICES PUBLIC HEARING:YES: NO: % <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> PAM JONES, ext.2650 <br /> TOWN OF CHAPEL HILL SUP RESOLUTION Telephone Number- <br /> DRAWING OF PROPOSED INTERSECTION DESIGN Hillsborough 732-8181 <br /> RESOLUTIONS Chapel Hill 967-9251 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> PURPOSE: To adopt resolutions responding to required improvements regarding the Southern <br /> Human Services(SHS)site and requesting transit service to the County's property, as well as to have <br /> the Board confirm the location of the building on the site. <br /> BACKGROUND: The Chapel Hill Town Council considered the SHS site rezoning and the Special Use <br /> Permit at their meeting on June 20. Since County Staff and the project architect had worked closely <br /> with the Town staff throughout the planning process many of the stipulations were expected and are <br /> acceptable. There are, however, areas which we would encourage the Board to seek further <br /> collaboration with the Town. Specifically they include the following: <br /> 1. Required Improvement #4 of attached Resolution A,which requests that the entry drive be <br /> redesigned to form a T-intersection with an east-west drive(See attached drawing#1). <br /> 2. Required Improvement #5(Resolution A),which asks that we make provisions for a future <br /> roadway connection to the University property to the west of our site. <br /> 3. Required Improvement #9(Resolution A),which requests that six parking spaces along the <br /> north side of the main entry drive be eliminated. <br /> The Manager,Project Architect and County Staff suggest that the stipulations be further clarified in <br /> a manner substantively similar to the following : <br /> 1. Required Improvement #4: We request further collaboration with Town staff regarding <br /> the proposed T-intersection,to ensure that the future use of a buildable site on the property is not <br /> precluded. <br /> 2. Required Improvement # 5: The Commissioners request further collaboration in making <br /> provisions for a roadway connection to the west,specifically to address the types of traffic anticipated <br /> and those impacts on County facilities. <br /> 3. Required Improvement #9: We agree that if the west roadway is constructed parking <br /> spaces along the north side of the main entry should be removed in order to eliminate traffic hazards <br /> of persons backing onto the street. We recommend that the Commissioners request clarification <br /> from the Town as to speck location and the number of spaces to be removed and request that any <br /> spaces removed be incorporated into the main body of parking,west of the proposed building. <br />
