31. <br /> E. Goal #5: To Provide Economic Support Programs for Low-Income <br /> Families <br /> 1 . Project #1: Child Care Subsidy Funds <br /> a. Type of activity: Economic Support <br /> b. Description of activity: The Orange County Department of Social Services and Day Care <br /> Services Association have developed a collaborative strategy to improve the availability of and <br /> access to funds to subsidize child care costs for families in Orange County. This strategy <br /> mandates close collaboration between the two agencies, cooperation of the child care <br /> community, an innovative application process for families, and a reimbursement system that <br /> serves as an incentive for programs to improve the quality of the child care they provide to <br /> children and families. <br /> c. Agencies/organizations-involved, and description of their collaboration: Day <br /> Care Services Association, Orange County DSS, and numerous child care providers. <br /> d. Target population: Parents/families of children ages 0-5 who require subsidy assistance to <br /> afford quality child care and to maintain reasonable standards of living <br /> e. Expected outcomes, including time-frame: <br /> +No child eligible for DSS subsidy will be denied child care during FY 1994-95 because of <br /> lack of subsidy funds. <br /> The number of families paying more than 10% of their income for child care for one child <br /> will be reduced by 10% by June 1995. <br /> The number of higher quality child care spaces available to children who receive child care <br /> subsidy will increase by 10% by June 1995. <br /> f. Implementation plan, including time-frame: Families will continue receiving <br /> information and application opportunities in their child care programs. During the summer of <br /> 1994, DCSA will conduct another recruitment campaign for additional providers to participate <br /> in the Smart Start Subsidy Program. DSS and DCSA will continue to meet monthly to <br /> facilitate the collaboration for clients. <br /> g . Types of funds: Services <br /> h. Total amount: $550,000; ($475.000 DCSA and $75.000 DSS) <br /> i . Budget: Attached <br /> j.
