18 <br /> 3 . Project #3: Child Care W.A.G.E.$ Project <br /> a. Type of activity: Provider/teacher financial support <br /> b. Description of activity: This project will provide a salary supplement directly to teachers, <br /> family day care home providers and directors that is linked to their educational attainment. The <br /> goal of this project is to increase the number of credentialed child care providers in Orange <br /> County and to reduce the turnover rate. <br /> c. Agencies/organizations involved, and description of their collaboration: Day <br /> Care Services Association will serve as the lead agency for this project. DCSA activities will <br /> include (1) developing information materials, program criteria, and applications and <br /> documentation procedures, (2) screening applications and notifying recipients, (3)determining <br /> the level of salary enhancement, and (4) awarding periodic salary enhancements. In addition, <br /> DCSA, as the lead agency for the T.E.A.C.H. Early Childhood Project, will provide all <br /> applicants with information on the availability of scholarships to improve their education and <br /> therefore their salary enhancement. Child Care Networks will help identify family day care <br /> home providers who might qualify for salary enhancements and will help publicize the project <br /> to all providers. The Day Care Unit within DSS also will publicize the project to all providers. <br /> Individual applications will be available for teachers,directors and family day care home <br /> providers through all three agencies. A project advisory committee will be established to help <br /> review the program policies and procedures and will include representatives from the child care <br /> provider community, DCSA Board members, and representatives from Child Care Networks, <br /> Durham Tech, DSS, and the North Carolina Day Care Association. Numerous child care <br /> providers serve a vital role in this initiative. <br /> d. Target population: Educators/providers <br /> e. Expected outcomes, including time-frame: <br /> •Increase the number of Orange County child care providers participating in <br /> the W.A.G.E.$ Project by 150 providers by October, 1994 <br /> •Increase the number of credentialed child care providers in OC by 10% by <br /> January, 1995 <br /> f. Implementation plan, including time-frame: Day Care Services Association will <br /> continue to recruit child care teachers,directors and family day care home providers to <br /> participate in the W.A.G.E.$ Project, increasing the number of participants. Recruitment <br /> activities will include distribution of written information on the program to child care programs <br /> in Orange County, telephone follow-up with child care providers, and informational <br /> workshops on the Project. Current W.A.G.E.$ participants will be asked to help recruit new <br /> participants.
