J <br />SUBJECT: Bid Award: One (1) Recycling Truck for Recycling Operations to Serve Multi- <br />Family Residential Units <br />DEPARTMENT: Purchasing Department PUBIC HEARING: (Y/N) No <br />and Solid Waste Management <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Pam Jones, 245-2652 <br />Gayle Wilson, 968-2885 <br />PURPOSE: To consider awarding a bid to Triad Freightliner of Greensboro, North Carolina for one (1) <br />recycling truck for recycling operations to serve multi-family residential units. <br />BACKGROUND: Presently, Orange County collects recycling material from multi-family units <br />throughout the County. The truck being proposed will have two compartments that allow recyclables <br />to be collected in a dual stream manner at the curbside. The items to be picked up by this truck are: <br />1. Newspaper, magazines, phone books, and mixed paper in one compartment <br />2. Clear Glass, Green Glass, Brown Glass, Plastic, and Aluminum/Steel Cans in the other <br />compartment. <br />Thirteen vendors were notified of the bid and 5 responded with bid proposals. The bid call was also <br />advertised on the County website and Durham Herald paper. Pursuant to the attached bid tabulation, <br />Triad Freightliner of Greensboro, North Carolina submitted the lowest responsible bid that was <br />responsive at a delivered cost of $132,403 for G-S Products 5742S bodies mounted on a 2009 <br />Freightliner M2-106 cab and chassis, including a five (5) year/150,000 mile engine warranty. <br />In order to reduce emissions, Orange County's specifications required that the engine bid meet the <br />most current (2007) EPA requirements for emissions without paying a fine. Some manufacturers have <br />chosen to pay a fine rather than provide an engine that meets the EPA guidelines. Further, the truck <br />was required to operate using B-20 bio-diesel. <br />FINANCIAL- IMPACT: Total cost of this action, if approved by the Board, would be $132,403. <br />Sufficient funds are allocated in the Solid Waste Management Department FY 2007/08 operating <br />budget. This unit will be purchased with cash and will not be financed. <br />RECOMMENDATION(S): The Manager recommends that the Board award bid number 269- to <br />Triad Freightliner of Greensboro, North Carolina at a delivered cost of $132,403; and authorize the <br />Purchasing Director to execute the necessary paperwork. <br />
