During a court <br /> appearance, she made an escape attempt by jumping out <br /> of a bathroom window at the courthouse. When the <br /> inmate landed on the ground, she injured herself. She <br /> was transported to N.C. Memorial Hospital in Chapel <br /> Hill where it was determined she had a broken back. <br /> . During her stay of 13 days in the hospital, the inmate <br /> had surgery on her back and pins were placed in her <br /> back. <br /> The costs incurred, during her stay, amounted to <br /> $24,946.92. These costs have been billed to Orange <br /> County, pursuant to North Carolina General Statute <br /> 153A-225 which makes county jails responsible for <br /> emergency medical care for those persons in custody. <br /> RECOMMENDATION The Manager recommends that these expenses be paid <br /> from the County Contingency Fund. The Fund has a <br /> present balance of $29,700. <br />
