2 <br /> phase (employment) become effective as of January 1 , 1996 . <br /> b) The HRC recommends that the Orange County Board of <br /> Commissioners request that the County' s legislative delegation <br /> introduce in the N.C. General Assembly new enabling <br /> legislation that would authorize the Orange County Civil <br /> Rights Ordinance to allow affectional preference/sexual <br /> orientation as a protected class. The Commission further <br /> recommends that this request be made in a timely manner in <br /> order to allow the enabling legislation to be introduced <br /> during the next long session of the General Assembly and that <br /> it be contingent upon: <br /> • the formation of a coalition of other North Carolina human <br /> relations commissions and community groups that have an <br /> interest in seeing such legislation enacted, and <br /> • the development of a multi-county collaborative effort to <br /> garner support for local enabling legislation that would <br /> include affectional preference/sexual orientation as a <br /> protected class. <br /> c) The HRC recommends that the necessary level of staff support <br /> be provided to effectively implement the civil rights <br /> ordinance, specifically one full-time civil rights <br /> investigator position and one full-time human relations <br /> specialist position to provide community education and support <br /> to the Human Relations Commission. <br /> The manager and the BOCC will discussing staffing and <br /> recommendation (c) from the HRC during the FY94-95 budget <br /> deliberations. <br /> RECOMMENDATION W : The Manager recommends that the Board: <br /> 1) Adopt the revised ordinance effective as of January 1 , 1995 , <br /> per recommendation (a) of the Human Relations Commission, <br /> 2 ) Convey the Board's action to the other jurisdictions and ask <br /> them to adopt resolutions permitting the ordinance to be <br /> applicable to their corporate boundaries; <br /> 3) Approve recommendation (b) from the Human Relations <br /> Commission. <br />
