The <br /> Chapel Hill Town Council held a public hearing on March 2, 1994 <br /> and unanimously voted to support the ordinance. The Carrboro <br /> Board of Aldermen held a public hearing on May 10, 1994 and <br /> unanimously voted to support the ordinance. Both bodies also <br /> voted to urge the Board of County Commissioners to seek new <br /> enabling legislation that would include affectional preference as <br /> a protected class. The Hillsborough Town Board has indicated <br /> that they plan to hold a public hearing sometime after June, <br /> 1994. <br /> Staff has developed a revised draft of the ordinance based on <br /> comments from the Chapel Hill and Carrboro boards, and from <br /> comments from the Department of Housing and Urban Development <br /> (HUD) ' s preliminary review of the ordinance. The Human Relations <br /> Commission approved the revised draft, with two changes, on May <br /> 23. The Human Relations Commission also approved three <br /> accompanying recommendations to the Board of County <br /> Commissioners: <br /> a) The HRC recommends that the first phase of the ordinance <br /> (housing, public accommodations, and bias-related incidents) <br /> become effective as of January 1, 1995, and that the second <br />
