2 <br /> Mission Statement <br /> The Orange Regional Landfill Owners' Group seeks citizens who live or operate a business in <br /> Orange County to serve on the Orange Solid Waste Planning Advisory Committee. The primary <br /> objective of the committee is to provide guidance and citizen input to the integrated solid waste <br /> management plan that is to be prepared during fiscal year 1994-95. The commitment to this <br /> committee would be approximately one year with an average of one meeting per month. <br /> Background <br /> At current waste generation rates, the Orange Regional Landfill on Eubanks Road will be full <br /> within seven to nine years. The Orange Regional Landfill Owners' Group with cooperation of the <br /> Town of Hillsborough, wishes to develop an integrated solid waste management plan that will: <br /> • extend the life of this landfill and future landfills by reducing the amount of material <br /> entering the landfill, <br /> • meet or exceed the waste reduction goals set by the State of North Carolina, and <br /> • manage solid waste generated in Orange County in a manner that is cost-effective <br /> and environmentally sound. <br /> To that end, the Owners' Group will contract for development of an integrated solid waste <br /> management plan. The advisory committee for this work will provide an opportunity for direct <br /> citizen input to the plan. The role of the committee will include: <br /> • providing assistance in development of evaluation criteria for selection of different <br /> solid waste management systems, <br /> • commenting on reports from the consultant on different solid waste management <br /> options available to Orange County, <br /> e providing a conduit for input from other citizens about the plan. <br /> Process <br /> The advisory committee will consist of 9 members with two selected by each of the four local <br /> governments involved (Carrboro, Chapel Hill, Hillsborough, Orange County), and one member <br /> selected by the Landfill Owners' Group. There will also be a resource group to the committee <br /> made up of eleven representatives from the following groups: UNC-CH (1); environmental <br /> organizations (2); solid waste collection companies (2); recycling collection or processing <br /> companies(1); Chambers of Commerce (2); public school systems (2); North Carolina Cooperative <br /> Extension (1). Membership to the resource group will be selected by the Orange Regional Landfill <br /> Owners' Group. <br /> The Owners' Group will appoint a convener and then the committee will select a chair to serve as <br /> moderator of the meeting and a vice-chair to act in the absence of the chair. The landfill owners' <br /> group staff will provide administrative support for the committee. <br />
