15 <br /> If Open-Space Developments are permitted in Orange County, the long-term land use pattern of <br /> the county may be changed considerably,dependent on whether OSD's were optional or mandatory. The <br /> amount of subdivision development encompassing entire tracts of land would be replaced with <br /> developments where home sites were interspersed open space corridors. The application of mandatory <br /> OED's may accelerate the change in pattern over an optional program.The impact and use of an optional <br /> program of Open-Space Development would be largely dependent on perceived and real incentives(eidsting <br /> and/or new) which accompanied the program. Another approach might be some combination of optional <br /> and mandatory programs. In that case, Open Space Developments would only be mandated where <br /> significant, defined resources were impacted by a proposed development. <br />
