1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agenda <br /> Item No. <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 6, 1994 <br /> SUBJECT: Contract for the Smart Start Planning Grant <br /> DEPARTMENT: HEALTH PUBLIC BEARING: Yes x No <br /> ATTACHMENT(S) : INFORMATION CONTACT: <br /> HEALTH DIRECTOR'S OFFICE X2411 <br /> 1. 2 page letter of agreement. <br /> TELEPHONE NUMBER: <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: <br /> To approve an agreement between the Health Department and Ms. Laura <br /> Oberkircher, a private contractor to assess the need for and evaluate <br /> the feasibility of a universal home visiting program for families with <br /> newborns in Orange County. <br /> BACKGROUND: <br /> The Board of Commissioners accepted on April 19, 1994, a grant award <br /> from the Orange County Partnership for Young Children (OCPYC) to the <br /> Orange County Health Department for a planning grant to assess the need <br /> for and the feasibility of a universal home visiting program for Orange <br /> County families with newborns. The contractor, Ms. Laura Oberkircher <br /> is a candidate for a master's degree in Public Health, in Maternal and <br /> Child Health and has a master's degree in social work. She is <br /> carrying out the study under the direct supervision of the Personal <br /> Health Services Division Director, Eileen Kugler, and the social work <br /> supervisor, Melinda Schlesinger. <br /> These three have engaged the consultation of an interagency committee <br /> representing such collaborators as: Orange County DSS, UNC Hospitals, <br /> Chapel Hill/Carrboro Schools, Orange County Schools and others. <br /> After the completion of the feasibility study, the contractor will <br /> develop a funding proposal for the Partnership's Next Step Plan to the <br /> State's Smart Start Program. <br /> RECOMMENDATION(S) : The Manager recommends that the contract be <br /> approved, subject to the final review and approval <br /> of contract language by the County Attorney and <br /> the Chair authorized to sign the agreement. <br />
