2 <br /> Evaluation of the MCC program on the state level has shown that women <br /> who receive MCC services have better pregnancy outcomes. This has been <br /> demonstrated by a lower incidence of low birth weight babies and a <br /> lower infant mortality rate for children of women receiving MCC versus <br /> those who do not. The CSC program provides special early intervention <br /> services to children at risk for developmental delays and disabilities. <br /> Both programs are cost effective in that they prevent more serious <br /> conditions from developing or becoming worse which would incur higher <br /> costs to the County and to society in the long run. Without this <br /> position Orange County women and children will not receive the benefits <br /> of these valuable services and the County will not benefit from future <br /> cost savings. <br /> A spinoff benefit of this Maternity Care Coordination position is an <br /> increase in Maternal Health Clinic activity which results in an <br /> increase in Maternity Health Clinic revenue. The attached analysis <br /> shows that Medicaid revenue through April 30, 1994, in the Maternal <br /> Health Clinic exceeded the annual budget by $25,882. When combined <br /> with the revenue produced by the position itself of $18,321 through <br /> March 31, 1994, the salary and fringe benefit expenses of $26,746 were <br /> covered. As the position reaches a peak caseload capacity, the <br /> position will generate $40,760 to offset the salary and fringe benefit <br /> expenditure of $34,040. <br /> This position has been extended on a time-limited basis to study the <br /> caseload demand and the revenue generated. However, the position has <br /> been vacated twice, resulting in periods of low productivity due to <br /> training and orientation. On both occasions, the caseload built up and <br /> the revenue generated was sufficient to support the position. <br /> Therefore, it appears that the position will be self-sufficient if the <br /> caseload remains at the current level for the entire year. <br /> RECOM ENDATION(S) : The Manager recommends that the Social Worker II, <br /> Maternity Care Coordination position be extended <br /> on a time-limited basis, for one additional year. <br />
