Home and Community Care Block Grant Funding <br /> Comparison for FY 1993-94 and FY 1994-95 <br /> Block Grant Funding Proposed Block Grant Funding <br /> FY 1993-94 FY 1994-95 <br /> JOCCA <br /> Congregate Nutrition $ 92 ,101 $ 92 , 101 <br /> DSS <br /> In-Home Aide Services 25 , 123 25 , 123 <br /> Aging <br /> Care Management 17 , 697 -0- (a ) <br /> Senior Center Operations 56 , 321 56 , 777 (b) <br /> Transportation 34, 514 34, 515 <br /> In-Home Aide Services 23, 680 -0- (c ) <br /> Institutional Respite 2 , 363 -0- (c ) <br /> Information and <br /> Case Assistance -0- 43 , 740 <br /> TOTAL $251 , 799 $252 , 256 <br /> (a ) The shift of funds from Care Management to Information & Case <br /> Assistance is a response to loc.-,l demand for the less restrictive <br /> service as well as a new provision in the 1992 Reauthorization of the <br /> Older Americans Act prohibiting public or private agencies from <br /> providing Care Management if they are delivering community based <br /> services under the Older Americans Act. <br /> ( b) The increase in Senior Center ( $456 ) is the result of the Block Grant <br /> Committee' s recommendation that the additional Orange County funds be <br /> used to purchase health screening services from the Health Department <br /> to be provided at clinics at the four ( 4) Orange County Senior Center.-i . <br /> (c ) There will be a shift in the Block Grant funds from In-Home and <br /> Institutional Respite services to Information and Care Assistance . <br /> Using county funds for Respite will give staff the flexibility to <br /> authorize service at whatever level is needed, while assuring that all <br /> of the Grant funds will be earned and streamlining administrative <br /> paperwork. The total levels of service commitment to In-Home and <br /> Institutional Respite will not change in Orange County. Switching <br /> county dollars for Block Grant funds will not result in a net increase <br /> to Orange County dollars, with a minimum required 10% local match <br /> requirement remaining the same. <br />
