" f <br /> ORANGE COUNTY <br /> X= PUBLIC HEARING <br /> NOTICE OF PUBLIC HEARING ON A PROPOSED SUSTAINABLE DEVELOPMENT <br /> POLICY AND PROPOSED REVISIONS TO THE HISTORIC PRESERVATION <br /> ORDINANCE, COMPREHENSIVE PLAN, ZONING ATLAS, ZONING ORDINANCE, <br /> AND SUBDIVISION REGULATIONS FOR ORANGE COUNTY, N.C. <br /> Pursuant to the requirements of the General Statutes of North Carolina, Chapter 153A, Section 240, 323 and 343, and <br /> Articles 20.5, 20.6, 2.2.12 and 2.2.13 of the Orange County Zoning Ordinance, and Section VII of the Orange County <br /> Subdivision Regulations, notice is hereby given that a public hearing will be held in the Superior Courtroom of the Orange <br /> County Courthouse(New), 106 East Margaret Lane,Hillsborough,North Carolina,on Monday,May 23, 1994 at 7:30 p.m. <br /> for the purpose of giving all interested citizens an opportunity to speak for against the following items: <br /> SUSTAINABLE COMMUNITY PRINCIPLES <br /> A sustainable community is one which uses and protects its human and natural resources to meet current needs while <br /> insuring that community assets are available for future generations. A policy is proposed for inclusion in the Board of ; <br /> Commissioners Policy Manual which outlines sustainable community principles which should be used to evaluate local jv <br /> programs and policies. <br /> HISTORIC PRESERVATION ORDINANCE AMENDMENT <br /> The proposed amendment would add a new Article 4 to establish procedures for local review of nominations to the <br /> National Register of Historic Places. The current Article 4 (Certificate of Appropriateness) and Article 5 (Remedies and <br /> Legal Status Provisions)would be renumbered to Articles 5 and 6,respectively. <br /> REZONING REQUESTS <br /> The proposed amendments to the Orange County Zoning Atlas are as follows: <br /> 1. Z-2-94 Orange Water and Sewer Authority <br /> The applicant proposes to rezone approximately 68.4 acres from Agricultural Residential (AR) to Agricultural Services <br /> (AS). The subject property is located northwest of the intersection of Orange Grove Road (SR 1006) and NC 54, lying <br /> approximately 2000 feet from both State Roads and accessed by two private roads across property also owned by <br /> OWASA.The property is more specifically described as Lot 8,Tax Map 26,of Bingham Township. <br /> 2. Z-3-94 Bobby Kirk <br /> The applicant proposes to rezone approximately five (5) acres from Agricultural Residential (AR) to Neighborhood <br /> Commercial (NC-2). The subject property is located on the northwest corner of the intersection of Orange Grove Road <br /> (SR 1006) and Bradshaw Quarry Road (SR 1115), and is more specifically described as part of Lot 4, Tax Map 11, of <br /> Bingham Township.The property is located in the Cane Creek Protected Watershed. <br /> ECONOMIC DEVELOPMENT DISTRICTS <br /> Several amendments are proposed which involve the recently adopted Economic Development Districts. The first two items <br /> are related to boundary or map adjustments requested by property owners in the 1-851U.S. 70 Economic Development <br /> District. In addition, changes to the locational criteria in the Comprehensive Plan and application criteria in the Zoning <br /> Ordinance are proposed. <br /> 1. Comprehensive Plan Map Amendments <br /> a. CP-4-94 1-85/U.S.70 Economic Development District <br /> When the 1-85/U.S.70 Economic Development District was approved on March 15, 1994, several properties were <br /> split by the Economic Development District Land Use Plan designation. During the public hearings concerning <br /> the district proposals, the owners requested that all of their property be included in the Economic Development <br /> District (EDD) zoning district.
