13 <br /> WALNUT GROVE (NORTH ORANGE) RURAL CHARACTER MEETING: <br /> GROUP COMMENTS - FROM FACILITATOR RECORD <br /> (With staff/facilitator notes) <br /> January 20, 1994 <br /> * - Indicates more than one person agreed with the comment <br /> # - Indicates majority (or unanimous) agreement with the comment <br /> • Concerns with density included need for electricity, <br /> increased traffic, needed facilities (shops, etc. ) . <br /> • Should density be contained in one area or scattered with open <br /> areas in-between? <br /> *• The one-acre lot option will be far too dense to preserve <br /> rural character. <br /> *• Concerns with the landowners right to develop land - a balance <br /> should be reached that allows development but provides <br /> guidelines. <br /> • Low density raises land owners tax base. <br /> *• The sample of cluster houses shown looks like suburbia because <br /> they are so close together. <br /> • Which option allows special family farm allowances - is it <br /> option #4? <br /> *• Cedar Grove area probably wouldn't pass the Health Department <br /> for some of the cluster designs. <br /> • Because the Cedar Grove Efland Road is planning to be widened <br /> and possible reservoir - so some of the cluster may be too <br /> dense. <br /> •* Do not want to accommodate something out of character (e.g. <br /> beyond the one acre average) . <br /> • Likes limited access. <br /> •* Concerns over how to protect farmers activities (e.g. pig/egg <br /> farms that are already operating) when development moves in. <br /> • Will the performance standards to happen next take care of <br /> these questions? <br /> • How to protect people moving into a rural area to be informed <br /> of rural farm operations that may affect their life-style <br /> (e.g. smell, etc. ) ? <br /> • Farmland preservation guidelines to help protect farmers from <br /> suits. <br />
