Problems with the Piney <br /> Mountain treatment system have been well documented through <br /> formal and informal reports to the BOCC and through news <br /> media articles. The BOCC, as well as the boards of <br /> Carrboro, Chapel Hill and OWASA, have agreed to allow the <br /> provision of sewer service to the Piney Mountain <br /> subdivision. All of the governing boards have agreed that <br /> OWASA own and operate the system, which is to be connected <br /> to the Durham sewer system. The BOCC and the OWASA board <br /> have also directed staff to provide assistance to the home <br /> owners in the Piney Mountain subdivision in an effort to <br /> seek grant funding for new system construction and repairs <br /> to portions of the existing sewer collection system. The <br /> assistance provided has involved developing and submitting <br /> a grant application to the NC Division of Environmental <br /> Management (DEM) High Unit Cost Grant program and <br /> developing various local agreements necessitated by grant <br /> requirements. <br />
