He also noted that he would <br /> like to be sure that Hillsborough is aware of the <br /> large number of lots (50%) that might possibly be <br /> applying for a variance since this involves <br /> Hillsborough's water supply. He suggested that <br /> inspections be made annually, or, at least every <br /> two years in order that failures could be found <br /> early and, if necessary, Hillsborough might <br /> consider extending water and sewer lines earlier <br /> than they had intended. He suggested that since <br /> all lot owners would have the option to apply for <br /> a variance, inspections would help with the <br /> process. He felt it would be important to the <br /> Town of Hillsborough. He indicated he felt that <br /> inspections would address some of OWASA's <br /> concerns. <br /> Willis reminded the Board that requirements could <br /> not be placed in the Zoning Ordinance for <br /> inspections by Environmental Health. They are <br /> governed by the Board of Health. A requirement <br /> could be made of the developer to have systems <br /> inspected, but, could not require them of another <br /> department/agency through the Zoning Ordinance. <br /> Reid stated that he wished to rescind his <br /> recommendation for four-bedroom lot size since it <br /> will be remedied/addressed by the Health <br /> Department. <br /> Brown stated that she understood these amendments <br /> are to apply not only to existing lots, but lots <br /> created in the future which may need septic <br /> easements. Willis responded that this issue is <br /> not about septic easements. That is a separate <br /> amendment/agenda item. Even though they are <br /> inter-related, septic easements is an amendment <br /> that does not apply to the existing lots around <br /> Lake Orange. <br /> Brown referred to a program that has been <br /> proposed by Environmental Health, Wastewater <br /> Treatment Oversight Program (WTOP) . She asked if <br /> this proposed amendment could be delayed until <br /> that program is approved so that an inspections <br /> program would be in place as a safeguard. <br /> Jobsis asked Willis if approving these amendments <br /> would stay within the standards and guidelines of <br /> the County Health Department.
