Community nitrification fields require considerable land area and <br /> must be located on soils with sufficient capacity to assimilate the effluent. Only <br /> through extensive site analysis could this be determined. <br /> Relationship to Rural Character Strategies: A report is to be presented at <br /> this meeting on the results of community meetings held to obtain citizen comment <br /> on the proposed Rural Character strategies. The report also includes suggested <br /> options based on these comments,and they should be considered in relation to the <br /> "Open Space Development Area" proposals. <br /> Open Space Development Zoning District Proposals: On May 23, 1994,a <br /> new zoning district, OSD - Open Space Development, is being proposed, along <br /> with standards applicable in that district. The proposals are intended to <br /> implement the land use plan category and locational criteria presented at the May <br /> 5 public hearing. Copies of the proposals are included as an attachment. <br /> RECONM ENDATION: Applications for amendments to the Comprehensive Plan and/or Zoning Ordinance by <br /> an individual or agency are treated in the same manner;e.g.,the public hearing is the <br /> time for the presentation of the Zoning Officer's analysis and recommendation. Such <br /> are also bound by the time limits contained in Article 20.7 of the Zoning Ordinance in <br /> terms of preparation of a Planning Board recommendation.Amendments initiated by <br /> the County, including amendments to the Zoning Ordinance text, are not bound by <br /> the same procedure.Although the Zoning Officer normally presents a recommendation <br /> in such cases, the only time limitations are those specified by the Board of <br /> Commissioners during the public hearing process. <br /> Zoning Officer Recommendation <br /> As noted at the May 5, 1994 public hearing,options for open space development were <br /> presented for citizen comment. Thus, no recommendation was presented by the <br /> Zoning Officer. <br /> Administration Recommendation <br /> Provided the Board of Commissioners wishes to consider the proposed amendments <br /> for possible adoption,the Administration recommends that the proposed amendments <br /> be referred to the Planning Board for a recommendation to be returned to the Board <br /> of Commissioners no sooner than June 28, 1994. The Administration further <br /> recommends that all comments received at the May 5, 1994 public hearing as well as <br /> the discussion of the Rural Character strategies from this meeting be included as part <br /> of the record of the May 23, 1994 quarterly public hearing. <br />
