She asked <br /> 3 what would be the shortest possible time frame for annexation by Hillsborough? <br /> 4 Now will the analysis of the impact proceed? <br /> 5 <br /> 6 Commissioner Willhoit indicated that the planning Board and staff will <br /> 7 decide if the traffic impact data is relevant. <br /> 8 <br /> 9 Commissioner Gordon raised the possibility of not sending this to the <br /> 10 Planning Board until after hearing the Rural Character Study recommendations. <br /> 11 ' <br /> 12 John Link suggested that the responses to, questions raised tonight be <br /> 13 presented to at a joint meeting between the Board of County Commissioners and <br /> 14 the Planning Board on May 31st. The report from the Rural Character Study <br /> 15 Committee will be presented to the Board of Commissioners at the regular <br /> 16 meeting on Hay 17th. <br /> 17 <br /> 18 Commissioner Willhoit indicated that he agreed with many of the <br /> 19 comments pertainin to the long range plan. He restated the reason the County <br /> 20 initially entered into this process. A developer was making this proposal and <br /> 21 the Tovn of Hillsborough was considering annexation. This was a modified <br /> 22 small group process. The purpose was to attempt to reach a consensus which <br /> 23 was accomplished with many of the issues. The Planning Board needs to answer <br /> 24 the question "Is the proposal, as submitted, or modified by the Planning <br /> 25 Board's recommendation, preferable to the alternative that may occur?" He <br /> 26 asked that this issue not be contingent on the Rural Character Study <br /> 27 recommendations because it is likely that the County Commissioners will reach <br /> 28 a consensus on the rural character issue by May. 17th. the question is does <br /> 29 the Board approve this development now or take a chance on the alternatives? <br /> 30 Staff was requested to report on the impact of the following options: <br /> 31 -annexation, <br /> 32 -a two to three year long small area :planninq process, or <br /> 33 -developing the area using the existing zoning <br /> 34 <br /> 35 Commissioner Willhoit consented that he would like to see the Rural <br /> 36 Character Study Committee's recommendations and systematically adopt what can <br /> 37 be adopted and fine tune the remaining parts. <br /> 38 <br /> 39 A motion was, made by Commissioner Gordon, seconded by Commissioner <br /> 40 Insko, to adjourn this nesting to the May 17, 15194, meeting for decision. <br /> 41 VOTI: UHAI1=8 <br /> 42 <br /> 43 Moses Carey, Jr. , Chair <br /> 44.
