Ms I <br /> Orange County Citizens for Watershed Protection <br /> March r, 19 9.4 <br /> TO: Orange Country Commissioners and Planning Board <br /> RE: Zoning Ordinance, Te:�t Amendment Article 6-23-8 <br /> ',VatFr Suppl/S%e',�7agr Disposal Facilities <br /> After reviewing tliis proposal, Protect Our Water (POW), an Orange <br /> County citizens committee active on water quality and watershed protection <br /> issues, recommends that you not adopt this amendment for the following <br /> reasons: <br /> ❑ It is a large step backwards from the level of watershed protection <br /> which has been adopted by general consent in Orange County over the <br /> last several years. <br /> ❑ Violating the establisher buffers to place septic systems closer to <br /> water supplies rriz.k.Ys no sense. Off-site septic systems are lit.ely to <br /> be more trouble than on site ones. The re�.soning in the Agenda <br /> Packet that failures of such systems "',would be reported and corrected <br /> more quickly" flies in the face of common sense and experience. <br /> ❑ The purpose of the proposed amendment is clearly to allow more <br /> intense development of land than is compatible with ohse watershed <br /> protection. It suits special development interests rather than the <br /> public interest of clean, safe water supplies over the long run. <br /> ❑ With the results of the previous University Lake Watershed Study <br /> recommending against such provisions, and the new Cane Creek <br /> Watershed Study now in progress, it is uwaise and unsound public <br /> policy to carve out such an important exception. <br /> ❑ OliVASA opposes this change. <br /> Thank you for consideration of this request. <br /> Protect Our Vvlater <br /> POV 115 Vest Main Street, Carrboro, forth Carolina 27510 <br />
