-T(o <br /> Collins clarified that Staff is prepared to monitor <br /> the districts for two to three years.. He continued <br /> that it is known what information to "capture" for <br /> the Staff, Planning Board and Board of Commissioners <br /> to make an assessment as to whether criteria are <br /> being met. Jobsis responded that, thus far, no <br /> business has moved in from which to make <br /> assessments. <br /> Brown responded that was her reason for suggesting a <br /> percentage of buildout as opposed to time. <br /> Collins noted that the districts would be monitored <br /> until buildout. <br /> Brown stated that she supported the recommendations <br /> of Commissioner Gordon and stated she would like to <br /> discuss why Staff did not adopt the Special Use <br /> Permit part and the 20-40. She indicated concerns <br /> with the assumption of "cutting the process down" . <br /> She felt that the period of time was not excessive. <br /> Collins explained the approval process. She was <br /> concerned that there was not sufficient time for <br /> public input without the public hearing. <br /> Jobsis stated that there have already been a series <br /> of public hearings and the viewpoint came out in <br /> those hearings that businesses did not locate in <br /> Orange County due to the long and expensive process. <br /> She continued that there had been a vote of the <br /> Commissioners after the public hearings endorsing <br /> Economic Development Districts, and she felt to <br /> reverse all of that now would be regressive. She <br /> noted the eight years of work that had gone into <br /> this process with many community meetings and public <br /> hearings as well as recommendations by the Planning <br /> Board and vote by the Board of Commissioners. <br /> Brown responded that she was concerned with the <br /> Special Use Permit process for the special types of <br /> businesses. <br /> Waddell stated that the hearings and meetings <br /> already held had determined the types of businesses <br /> that are appropriate for the Economic Development , <br /> Districts. <br /> Brown continued expressing concern that public <br /> comment is being eliminated at any point in the <br /> process. <br /> Burklin stated that he felt the public hearings had <br /> been held "up front" and the list of uses had been <br /> provided for discussion and review.
