75 <br /> noted the Committee felt that some of the questions, <br /> such as whether the employees live in Orange County <br /> and salary information, infringe on the privacy and <br /> confidentiality of the companies and employees so <br /> they should be voluntarily answered through a <br /> survey. He felt they could not be "forced" to give <br /> out that kind of information. <br /> Brown asked about a model for monitoring the <br /> districts. Collins responded that a model has been <br /> developed, and it was requested for the next <br /> Planning Board meeting. Collins responded that <br /> little development will occur within the next year, <br /> thus, it will be some time before there is something <br /> in a district to model. Waddell noted the <br /> discussions had indicated that development would not <br /> occur in the district before the next eighteen to <br /> twenty-four months. Buildout could possibly occur <br /> over the next five to ten years. Brown responded <br /> that perhaps they should be monitored to at least <br /> 50% buildout. <br /> Waddell stated that he would like to review growth <br /> in the districts over the next two to three years to <br /> determine the types of questions that should be <br /> asked. He did not feel that enough is known at this <br /> time to determine those questions. <br /> Brown noted that she had some copies of economic <br /> development cost-benefit analyses from other states <br /> and she would be willing to review them and provide <br /> information to the Staff that could be applied in <br /> Orange County. <br /> Waddell asked what Brown saw as the purpose of this. <br /> Brown responded she was particularly interested, <br /> like Commissioner Gordon, in the effect on the <br /> budget. She was also interested in the hiring <br /> policies and the types of wages being paid. <br /> Waddell asked how such questions could be reconciled <br /> with the privacy of the employees. <br /> Brown responded that the information could be asked <br /> for whether or not it would be supplied. She felt <br /> the goal is to have good paying jobs in the County <br /> and that it was a part of the original economic <br /> development goal to have jobs that were above <br /> minimum wage and could provide a reasonable living <br /> standard. Brown reiterated her interest in the <br /> impact on the operating budget as well capital <br /> budget. <br />
