In <br /> determining the appropriate pattern of land use for the County an assumption is implicitly made <br /> regarding the ON of growth favored and the response of the economy to such growth. Conscious <br /> efforts to broaden and diversify the economic base of the area and promote certain forms of economic <br /> developmant should eomplemW physical planning considerations affecting land use patterns, <br /> particularly as they impact on the masimization of opportunities for County residents for housing and <br /> work, and the protection of the environment: <br /> . The Orange County Industrial Facilities and Pollution Control <br /> Authority was created by the Board of County Commissioners on October 23, 1978, and formally <br /> organized on Math 5,1979,is to work toward the <br /> establishment and expansion of manufactunng companies within Orange County. Creation of this <br /> Authority made it possible for manufacturing companies to be eligible for Industrial Revenue Bonds. <br /> In December 1982,the Orange County Economic Development Commission(EDC)was established and <br /> charged with carrying out an economic development program for all portions of the County and its <br /> constituent municipalities. The EDC's purpose is to increase economic daelopment through clear, <br /> locations an <br /> sstratgw d poliew which stimulate balanced development at appropriates rages in suitable <br /> Osls of the MOOF accomplishments of the EDC has been the preparation of a Strategic Plan for <br /> Oftno County's Economic Development. The Plan was adopted on Math 8, 1989, including a goal <br /> tax <br /> '...intone the desired quality of life—by encouraging economic development through investment in <br /> human resources, the expansion of existing businesses, and the creation of diuersified and <br /> environmentally safe businesses...to provide jobs for county residents and to increase the <br /> non-residential tax base...'. <br /> As one means of implementing the Plan, a resolution was adopted in October, 1990 by the Planning <br /> Board and the Economic Development Commission establishing procedures to address comprehensiue <br /> planning and economic development matters of mutual interest. <br />
