3 <br /> Attachment <br /> C2130 -5/94 <br /> BUDGET DIRECTOR <br /> GENERAL DEFINITION OF WORK: <br /> Performs complex professional and difficult administrative work <br /> planning, directing, and supervising the County budgeting function; <br /> does related work as required. <br /> Work is performed under general supervision. Supervision is exercised <br /> over all department personnel. <br /> TYPICAL TASKS: <br /> Plans and prepares recommended policies, guidelines and instructions to <br /> be followed by County staff in the formulation of annual operating <br /> budget and capital improvement plan requests; <br /> Coordinates the preparation of supporting budget information, including <br /> revenue projection, statistical data and other fiscal information; <br /> Supervises the preliminary and final compilation of the recommended <br /> annual operating budget and capital improvement budget for the County; <br /> Monitors and administers the County Budget; <br /> Supervises and participates in the analysis of current operating <br /> expenditures and the estimating of future expenditures; <br /> Supervises and participates in specific research and related projects <br /> concerning budget issues; <br /> Advises County departmental and other administrators on matters of <br /> budgetary management and control; Designs and recommends implementation <br /> of various budgetary control systems and procedures; <br /> Prepares departmental budget and monitors expenditures; <br /> Supervises and evaluates employee performance; <br /> Performs related tasks as required. <br /> KNOWLEDGE. SKILLS AND ABILITIES: <br /> Comprehensive knowledge of the theories, principles, practices and <br /> techniques of local government accounting, finance and budgeting; <br /> thorough knowledge of the State laws and local ordinances applicable to <br /> budget preparation approval and administration; thorough knowledge of <br /> the functions and operations of local government; ability to <br /> design and maintain detailed and technical reports using various <br /> spreadsheets, and word processing and graphic display packages; ability <br /> to analyze and develop budget estimates; ability to plan and supervise <br /> the work of subordinates; ability to develop and conduct technical <br /> training programs; ability to conduct detailed research and prepare <br /> reports and findings; ability to establish and maintain effective <br /> working relationships with others. <br /> EDUCATION AND EXPERIENCE: <br /> Any combination of education and experience equivalent to graduation <br /> from an accredited college or university with a Master' s degree in <br /> public finance, public administration or related field and at least 6 <br /> years progressively responsible public budgeting experience including <br /> at least 2 years supervisory experience. <br />
