1
The Child Service Coordination (CSC ) Program focuses on the
organization of services and resources to respond to the needs of
children and their families . The goal of CSC is to collaborate
and cooperate with families of children birth to 5 years old to
assure early identification of and access to preventive ,
specialized and support services . A subset of the CSC Program
includes children qualifying for PL 99-457 ( IDEA - Individuals
with Disabilities Education Act ) services . North Carolina has
been a forerunner in -the United States in implementing this law
with its emphasis on prevention and early detection of and -
intervention in disabilities . To promote the well-being of
children, orange County Health Department ' s Public Health Nurses
(PHN) and Social Workers ( SW) provided CSC services to 234
children in fiscal year 91-92 , 272 in 92--93 and 258 in the first
halt of 93-94 . This was done through the provision of 650 home
visits in 91--92 , 806 in 92-93 and 588 in the first 6 months of 93--
940
Due to the increase in staff to serve these - children, it is
necessary to purchase additional basic developmental and hearing
screening kits and scales to be available to staff for home
visits . These items will augment supplies currently available to-
staff . on occasion, OCHD PHNISW and PACT (OPC - Mental Health)
staff share cases that require frequent weights . This
necessatates sharing of equipment between PACT and CCHD. An
additional scale would facilitate timely, coordinated, and
unduplicated care .
Additional materials are needed to enhance parenting
education during routine CSC visits . Presently the Kiwanis Club
of Hillsborough supports CSC by providing gift packs with
developmental information, a toy and a book to new clients . The
Health Department provides information that is written for 3-month
increments of development ( i . e . ,, "Birth to Three Months" ) while
many families would benefit more from month-by-month growth and
development literature ( i . e . , "Parent Express" newsletter) that
has previously been prohibitive to purchase in volume due to cost .
Other areas of educational needs such as information on
prematurity and nutrition will continue to be provided by CCHD
resources .
Routine developmental screenings have shown that common areas
of concern or delay are fine motor and speech/language . Several
parents are unable to read to their children due to mental
retardation or lack of education; availability of simple , colorful
books and talking toys and books would increase parent/child
interaction with books as a focus . A lending library of
developmental toys/materials would provide the supplies necessary
for staff to demonstrate to parents specific , age--appropriate
stimulation, thereby preventing delays .
#1 BH ScHrKits
