Revised 4/19/94 4 R <br /> ORANGE COUNTY EMERGENCY MANAGEMENT <br /> EMERGENCY MEDICAL SERVICES ADVISORY COUNCIL <br /> OPERATING GUIDELINES <br /> PURPOSE <br /> The purpose of the Council shall be: <br /> (a) To constitute a forum for the consideration of all aspects of <br /> the delivery of emergency medical prehospital care in Orange <br /> County and to provide citizen input to EMS staff. <br /> (b) To provide information and advice relative to emergency <br /> medical services to the Orange County Commissioners and other <br /> appropriate agencies. <br /> (c) To support the emergency medical activities of the Orange <br /> County Emergency Medical Services System by evaluating and <br /> developing recommendations and/or priorities for: <br /> ( 1) promoting an effective communication system for <br /> emergency medical services <br /> (2) promoting educational programs for emergency medical <br /> services personnel <br /> (3) developing public information and education programs for <br /> citizens <br /> (4 ) providing opportunities for citizen input regarding the <br /> allocation of funds for equipment, vehicles, and other <br /> resources <br /> (5) providing opportunities for citizen input regarding <br /> level of service and quality of service <br /> (6) continuing the strategic planning process for EMS <br /> development based on patient outcome by using <br /> appointed subcommittees or other available resources. <br /> TERRITORIAL LIMITS <br /> The Council shall operate within the geographical bounds of Orange <br /> County, its municipalities, and other service areas. <br />
