Reimer, Director
Orange County Health Department
FROM: Susan H. Bailey,- Head ,
Preventive S_ervices Branch`11P
Wayne Raynor, Head iu V
Maternal Health Branch
Subject: Increase in MCH Block Grant Funds
As a result of Congressional action, North Carolina has received a
$287, 000 increase in MCH Block Grant funds. These new funds have been
allocated according to the state Block Grant Plan approved by the
General Assembly which calls for 70% of any new funds to be allocated
to local health departments through the Healthy Mothers/Healthy
Children (HMHC) Block Grant mechanism and 30% to Children with
Specialized Health Services. The Division of Maternal and Child
Health is allocating approximately $201,000 according to the revised
equity formula. This formula calls for the following distribution:
. 20% divided equally among all counties,
. 20% based on performance, and
. 60% based on need.
The amount of your health department's HMHC allocation is $1,058.00 .
While it is always good news to receive additional funding, we
recommend that you treat these funds as one-time money. The 1994
General Assembly has to appropriate funds to offset the loss of Low-
Income Energy Assistance (LISA) funds, and they may decide to use
these funds to help do that. Until funds are identified to replace
the LIEA funds, it would be best for local health departments to use
funds for a one-time cost such as School Health Funds and/or purchase
medical supplies and equipment, etc. Please remember that the HMHC
funds may be budgeted in maternal health, child health, and/or family
planning.
The deadline for submitting your budget revision to Purchase and
Contracts is April 1, 1994. Health department allocations not
budgeted as of this date will be transferred to other health
departments in need of additional funds.
pc: Regional Consultants
Administrative Consultants
P.O.
