Bailey,- Head , <br /> Preventive S_ervices Branch�`11P <br /> Wayne Raynor, Head iu V <br /> Maternal Health Branch <br /> Subject: Increase in MCH Block Grant Funds <br /> As a result of Congressional action, North Carolina has received a <br /> $287, 000 increase in MCH Block Grant funds. These new funds have been <br /> allocated according to the state Block Grant Plan approved by the <br /> General Assembly which calls for 70% of any new funds to be allocated <br /> to local health departments through the Healthy Mothers/Healthy <br /> Children (HMHC) Block Grant mechanism and 30% to Children with <br /> Specialized Health Services. The Division of Maternal and Child <br /> Health is allocating approximately $201,000 according to the revised <br /> equity formula. This formula calls for the following distribution: <br /> . 20% divided equally among all counties, <br /> . 20% based on performance, and <br /> . 60% based on need. <br /> The amount of your health department's HMHC allocation is $1,058.00 . <br /> While it is always good news to receive additional funding, we <br /> recommend that you treat these funds as one-time money. The 1994 <br /> General Assembly has to appropriate funds to offset the loss of Low- <br /> Income Energy Assistance (LISA) funds, and they may decide to use <br /> these funds to help do that. Until funds are identified to replace <br /> the LIEA funds, it would be best for local health departments to use <br /> funds for a one-time cost such as School Health Funds and/or purchase <br /> medical supplies and equipment, etc. Please remember that the HMHC <br /> funds may be budgeted in maternal health, child health, and/or family <br /> planning. <br /> The deadline for submitting your budget revision to Purchase and <br /> Contracts is April 1, 1994.
