Howes, Secretary <br /> MEMORANDUM <br /> TO: Local Health-Directors <br /> FROM: Richard K. Rowe, Director / <br /> SUBJECT: Funds for Environmental Health rograms <br /> and Services at the Local Level <br /> The N. C. General Assembly has ratified legislation allowing each county <br /> health department to receive funds for environmental health programs. This year <br /> $6000 per county will be available. Completion of DEHNR Forms 2948 (Budget Form) <br /> and 3300 (Contract Addendum) will be used as a way to initiate the process of <br /> allocating these funds. As soon as possible, please complete the enclosed forms, <br /> including signatures for your county finance officer and you, and return them to the <br /> Division of General Services. <br /> In determining objectives to be achieved as a result of this funding, you <br /> should consider that the funds were appropriated to support local environmental <br /> health programs which have been given by the legislature to local health departments <br /> for implementation. During 1993-94 these funds should be used to augment the <br /> environmental health budget and not to supplant locally generated or appropriated <br /> funds. <br /> Training should be one of the top priorities. We have discussed the needs for <br /> personnel to be up to date in all environmental programs and this would certainly <br /> help in getting environmental health staff educated. Other appropriate uses <br /> include: (1) salary adjustments for sanitarians; (2) computer hardware and <br /> software; (3) clerical support for environmental health; (4) environmental health <br /> related audiovisual aids and equipment; (5) environmental health technical journal <br /> subscriptions and reference books; and (6) technical equipment such as engineer <br /> levels, tripods, rods, concrete testing rebound hammers, metal detectors, sludge <br /> judges, pocket pH meters, recording thermometers, water activity meters, <br /> pasteurization testing equipment, and black lights. Of course, there are other uses <br /> which would also be quite acceptable. In any event, it should be remembered that <br /> this appropriations for environmental programs and development of personnel to <br /> carry these out. <br /> P.O.
